Non-owner car insurance in Florida
Some people need proof of insurance and do not have a car titled to them. Say that on the first request. Do not borrow a relative’s VIN to make the form look normal.
General information, not legal or insurance advice.
The statute does not name this product
Florida Statutes section 324.023 (2026) requires certain owners and operators, after a DUI under section 316.193 on a date after October 1, 2007, to maintain the ability to respond in damages at the higher bodily-injury and property-damage limits. Checked October 24, 2026. The section does not say “non-owner policy.”
A non-owner policy is a way some carriers insure a driver who does not have a vehicle to list. This site does not sell that policy. A provider who follows up can say whether they write one. We will not name a carrier or promise that one will.
FR-44 can be about the person
FLHSMV, verification criteria for financial responsibility sanctions says people convicted of DUI under section 324.023 must maintain an FR-44, described there as proof of 100/300/50 bodily injury and property damage plus PIP, for 3 years. It also says those verification requests are not VIN-specific. They are person-specific.
That is the official reason a filing can exist when there is no car on the form. The limits themselves are on Florida FR-44 insurance. The DUI FAQ’s missing zero is corrected there. This page uses the statute’s $100,000 / $300,000 / $50,000.
SR-22 is a different filing
Florida Highway Safety and Motor Vehicles, Insurance Requirements describes an SR-22 as a filing certifying bodily injury and property damage liability for reinstatement under the Financial Responsibility Law. It is not the FR-44 form. If the letter says SR-22, read Florida SR-22 car insurance and repeat that word.
If you are here because of a DUI and you are not sure which form the paper asks for, read Florida DUI car insurance and then look at the paper again. Guessing the form is how a request gets declined later.
If you do own the car
This is the wrong page. Insure the car that is titled to you, at the garaging ZIP where it sleeps. The registration floor for a typical car is still on What Florida requires to register a car.
Do not cancel a policy you have so you can “switch to non-owner.” If the car stays in the household, it still needs its own coverage. How to switch applies when you are replacing a policy, not when you are pretending a car does not exist.
Questions drivers ask
Does Florida require a non-owner policy by that name?
No statute cited on this page uses that product name. Section 324.023 requires an owner or operator in the DUI situation to maintain higher liability limits. A carrier may offer a policy with no car on it. They may also say no.
Can an FR-44 be filed if I do not own a car?
FLHSMV’s sanction verification criteria say the FR-44 check for that DUI sanction is about the person, not a VIN. Tell the provider you do not own a car. They decide if they can file it.
Should I list someone else’s car on the quote?
No. If you do not own it and it does not stay with you, do not invent a vehicle. Say there is no car. If you drive a household car regularly, that car’s owner has a different quote.
Will this page tell me what a non-owner policy costs?
No. There is no price here. Request a quote and write that you do not own a car, plus SR-22 or FR-44 if a letter uses those words.
Request a quote and write that you do not own a car. Add FR-44 or SR-22 only if that is what the letter says.
