Hurricane and flood damage to your car in Florida

A storm can soak a car or total it. What can pay is the coverage already on the policy. This page follows the Florida CFO auto claim guide, then the quote form.

General information, not legal or insurance advice.

Comprehensive, not liability-only

If flood damaged the car, Florida Department of Financial Services, Filing an Auto Claim (July 2024) says to check first that flood is not excluded. If it is not excluded, you still need comprehensive coverage. Without comprehensive, the insurance company is not responsible for the flood damage. Checked October 24, 2026.

PIP and property damage liability are the registration pair on Florida Highway Safety and Motor Vehicles, Insurance Requirements. PIP is for injuries. Property damage liability is for someone else’s property. Neither one repairs your car. Full coverage vs liability in Florida is the longer version of that split.

Wind, falling debris, and hail are damage to your own car too. The CFO auto claim guide’s flood rule is the sentence this page will stand on. Read your policy before you assume a comprehensive clause covers every storm peril.

If the car is totaled

Florida Department of Financial Services, Filing an Auto Claim (July 2024) says a flooded car is often a total loss because water damage is complicated and costly. For a totaled car, the company may offer a cash settlement based on the actual cost to purchase a comparable vehicle, or it may offer a replacement vehicle.

When the company sets that value, the guide says the comparison should use the same manufacturer, the same model year, a similar body type, similar condition, similar options, similar mileage, and a reasonable driving distance from your home.

The guide defines actual cash value as the cost to replace the car, less depreciation. A loan balance can be higher than that amount. This page does not add a gap product or a dollar figure.

A flood brand on the title

Florida Department of Financial Services, Filing an Auto Claim (July 2024) says that when the insurer declares the flooded car a total loss, the company must report it to FLHSMV as a flooded total loss. FLHSMV then brands the title as a total loss or a flooded vehicle.

FLHSMV, Flooded vehicles says a brand is the label on the title, such as junk, salvage, or flood. It points to section 319.14(1)(b), which requires a conspicuous note that the vehicle is flood damaged. Florida Statutes section 319.14 (2026) defines a flood vehicle as a motor vehicle or mobile home declared a total loss under section 319.30(3)(a) because of water.

FLHSMV, Disaster response tells owners that a flooded vehicle is totaled, for the sale restriction, when repairs are 80 percent or more of the vehicle’s value. It may not be offered for sale until an Application for Salvage Title or Certificate of Destruction is filed and the title is branded as flooded. If the car was not insured, the owner completes that process. The insurer often does it when there is a claim.

Deductibles and new policies before a storm

Florida Office of Insurance Regulation, Property and Casualty Product Review asks homeowners filings about the wind deductibles in section 627.701. That question is for property policies. This page does not state a hurricane deductible for car insurance. Florida Department of Financial Services, Filing an Auto Claim (July 2024) describes comprehensive for flood and actual cash value on a total loss. It does not publish a hurricane deductible amount for a car. Florida Office of Insurance Regulation, Automobile Insurance lists comprehensive as physical damage to the vehicle and does not set that amount either.

Florida Department of Financial Services, Filing an Auto Claim (July 2024) also does not say an auto insurer must stop writing new policies before a storm. Florida Department of Financial Services, Insurance Fraud and Scams says that when the National Weather Service issues a hurricane or tropical storm watch or warning for any part of Florida, many companies stop binding new or additional homeowners or renters coverage until 72 hours after the last watch or warning is lifted. That sentence is about property policies.

Florida Office of Insurance Regulation, Hurricane Helene emergency order (September 30, 2024) is an example of a storm-specific order, not a standing rule. For Hurricane Helene, OIR limited cancellation and nonrenewal of a policy in listed counties until November 26, 2024, except at the policyholder’s written request. That date has passed. The order was not a rule that insurers must refuse new auto policies before a watch. A later storm gets its own order, or none. Ask the provider whether they are still binding in your ZIP.

What to say on the quote request

  • The ZIP where the car sleeps, including after a move or a storm evacuation that became the new garage.
  • Whether you want comprehensive reviewed, not only the PIP and property damage registration pair.
  • The lienholder, if a bank is on the title. The lender’s physical-damage rule is separate from the state floor.
  • Do not cancel a current policy to start shopping. How to switch car insurance in Florida is the order: new policy first.

Questions drivers ask

Does liability-only insurance pay for a flooded Florida car?

No. The Florida CFO auto claim guide says that without comprehensive coverage, the insurer is not responsible for flood damage. You also have to confirm the policy does not exclude flood. PIP and property damage liability do not repair your car.

Will a flooded car’s title say flood?

If the insurer declares a flood total loss, the CFO guide says the insurer must report it to FLHSMV and the title is branded as a total loss or a flooded vehicle. Section 319.14 defines a flood vehicle as a water total loss and requires the flood note on the title.

Do insurers have to stop writing car policies when a hurricane watch is posted?

The CFO auto claim guide does not say that. The DFS notice about companies ceasing to bind new coverage during a watch is about homeowners and renters. OIR emergency orders are written per storm, with counties and an end date. Ask the provider whether they are still binding auto coverage in your ZIP.

Is a quote request the same as filing a claim?

No. We do not issue policies and we do not adjust claims. The form asks a provider to review coverage options. A claim goes to the company on the policy that was in force when the car was damaged.

Request a quote with the ZIP where the car sleeps. Say if you want comprehensive reviewed, not only PIP and property damage liability.
